individual, should he get the appointment he desires.
His reasons for desiring the change are two-fold,
namely:-
(a) Because his health broke down to a certain
extent at Hong Kong and he does not wish to go back to
such a tropical climate again, although during his present
stay in England he has got quite well again.
(b) Because, as you know, the Harbour-master-ship
leads nowhere, and being keen and energetic he thinks that
he might have a better opening if he were to get this
Commissioner-ship.
He has been, as you no doubt already know, for some
time a member of the Legislative Council in Hong Kong, and
no doubt his experience there will be valuable should he
obtain this new appointment.
